I've had that problem too for a couple of months now with both notification services, "IBM Electronic Services" and the "Technical Support Bulletins". I've gotten nothing from the latter and the former sends me notifications that says "No new alerts were found". Sometimes I actually get a real notification with accurate PTF information, but most times it's nada. For instance I recently got notified that there was a new HTTP group level for V5R4, but didn't get notified about the four HIPER PTFs that became available. It's hit and miss.

Just a heads-up to those of you who subscribe to e-mail notification
from support when new ptf's are released.  I had not gotten any
notifications since August 26th, so I checked the PSP link directly and
found that there had been numerous updates and several new group ptf's.
Don't know why the service is failing, but there have been several
reports on this list of ptf ordering problems.  Maybe they're related.
