The file is QALZALIC in QSYS but I suspect there is a link between this file and "other stuff" so I'm not sure if a restore of just the file will work. I guess it might be possible but really not necessary. A proper system restore should restore the licence key repository too.

We applied license keys to the DR box because it has a different serial
number to avoid the "70 days left" message that annoyingly breaks at
inopportune times (like a savsys21 - until we did a <brkmsg *hold>)

Those would be completely different licence keys due to the different serial number. They will have no effect on your original system keys. If you restored your DR system from the original save tapes then the DR system will also have the keys for your original system. The licence key repository is quite capable of holding licence keys for many systems and products simultaneously.

Now we are going back to the original box.  Will the keys on the
original tape still be applicable if we do an IPL D fromt that tape?

Yes.

IBM says that they can't generate keys for us because we are on V5R1 and
don't have a SWMA.

They could but they don't want to. However you would have received licence keys for 510 in a pink and black striped folder which you should have kept somewhere safe so you could reapply the keys if necessary without bothering IBM. Even if they came via e-mail they should have been printed and filed safely.
