1 - Reuse deleted records.  Make the processing program a trigger.  Need 
some sample source?

2 - Upgrade to a supported version of i5/os (maybe V5R3 is when this first 
came out).  Look at reorg while active.

3 - Data queue versus a file.  If you have concerns about being able to 
save the contents of a data queue you could upgrade to V5R4 and that will 
allow you to do so.
