Don't jump whilly-nilly into making all programs *NEW.  Having each 
program start up a new activation group may be a real bog on
performance. 
Where a *NEW is useful may be the first program called after taking a 
specific menu option.  Then all the programs that branch out from that
may 
want to be *CALLER.
