Just today an associate was using an IBM doc that said that a save after 
an IPL crawls.  And the documentation said to do the following to do a 
"first touch" (summarized):
- Dup the object as you have done.
- CHGPF to make the number of records *NOMAX
- DSPFD ... the members to this outfile.

So I guess what you are seeing is expected behavior.
