Typical.  To them, it's important that it "works".  In their mind that's 
"Will I get more support calls because they are getting a lot of 'you are 
not authorized' messages, or will I get more support calls because 'the 
users can query this file using Excel'?".  And, judging by the way 
developers here get a little annoyed because you want them to test 
something with a user's authority before throwing the users to the wolves, 
they're going to err on the side of the first.
