Thanks for all of the responses.

I had found most of these in my earlier searches, but somehow the at 
Midrange.com (QIBM_QTG_DEVINIT) had escaped my googling.  I always seem to 
forget/ignore that little message from David about not all posts getting 
indexed...

A couple other posts here and on the web mentioned the JOBD scenario, but we 
are at Qsecurity level 40 so I think that is not an option anyhow.  I have 
found the remnants of this method on our system from 2001 and now believe it 
is not working because the user ids associated with the scanners were at 
some point deleted.

Anyhow, looks like it is time to write my first Exit program!  This should 
be fun.
