Yes, iSeries can respond to SNMP traps.  It will take a little work though.
IBM Manual SG24-4504-01 (Into to IBM AS/400 SNMP Support) would be a place
to start on using SNMP support.
OS400 has a SNMP agent, but you need to write an SNMP Subagent application
to read SNMP traps.
