All keys come in pairs - private and public.

A server has a single key pair.

A user on the client side can have as many keys as you want.
The user on the client side has a keyring where multiple public server keys can be kept (the known_hosts file). The use on the server side has a keyring where multiple public client keys can be kept (the authorized_keys file). These keys must match the user's private keys on the client side.

How many keys can an AS400 have?  One per userid, per vendor, etc.?
