Perhaps the main reason is because IBM "Bet the Farm on Java", to quote Gerstner, and most resources were directed to that end. But another reason may be that the world had changed, and IBM is no longer in control of the user interface. Mozilla, Microsoft, Palm, Apple, Macromedia, W3C, and similar organizations took the lead. IBM has been forced into a subordinate position, where user interface is concerned. IBM has been investigating the idea of outputting HTML from the EXFMT Op code. But how would that help in a world where AJAX is capturing so much mind share, and market share?
