DEP specifies what must be true, so it looks to me like you're specifying 
it backwards of what you want to accomplish.

Try
DEP CTL(*ALWAYS) PARM((&OUTFILE *NE 'XVSRCLIST EMUTIL    ')) NBRTRUE(*ALL)
