Don, you need to mark it for delayed apply and then do an IPL (pwrdwnsys restart(*yes)).

MF37086 is for V5R3M5.  Try MF37068 for V5R3M0.

before I may install SI26039 and SI25991.  Yet, that MF37086 shows up
