That is if you use the option to varyoff a device name after x number of
invalid logins. If you disable the userid being used instead you do not
have that problem and can prevent some problems. If the device gets
varied off then no one can log onto that device. If you alow the system
to randomally pick which device to use a new user could connect to a
device that is disabled and never get a signon screen.

Basically it's something about the number of virtual sessions allowed 
times the maximum sign on attempts.
