Hit your head repeatedly with a hammer until it sinks in that adopted 
authority, which is basically what you are doing with CHGPGM
USER(*OWNER), 
does NOT work with IFS data.

If profile handles really scare hell out of you then you could use an 
adopted authority program to submit a whole separate job running under
an 
*ALLOBJ profile.  Then communicate with this other job with data queues.

Then this other job is not adopting authority - it is actually running
as 
that user profile.  Then instead of learning profile handle APIs you
just 
have to learn the data queue APIs.
