and it read over the entire physical file, and included records that 
were supposed to be ignored (via the *OMIT) specified for the LF.


Doesn't sound right. The CQE is free to use whatever means it wants to
read the records, but the s/o will be honored. Think of it as being
magically added to the where clause of any statement issued over that
LF. Are you absolutely sure it returned rows that didn't match the
selection criteria in the LF?
