wrkdsksts, disk utilization not balanced out

Hello Guys,

I've a client with i520, whose wrkdsksts shows different disk capacity usage
for different disk. i know i can balance it out using TRCASPBAL and follow
by STRASPBAL *usage.

1) I would like to know what is the normal causes of disk imbalance? the
system has not IPL since 3 months. and cannot afford any IPL.
2) how long do i need to tun trcaspbal? is it resource hungry? will it slow
down my production services?
