We have new functions which should address your request: 

. centralized authenication via Kerberos in 11/2007 -- should also
support RFC1510 complant Active Directory.
With this function, the customer admin must still define each user on
each local HMC. Authentication is 
made with the Kerberos server.
. centralized authenication via LDAP in 4/2008, 
. centralized user management via LDAP in 4/2008. 
With this function, the customer admin can manage (create, delete,
modify) users on the LDAP server and 
export them to each HMC.
