Is it possible issue a rcmd first, that calls a clp to deal with all the library issues?

Two problems with this idea ...

1. The server still responds with lower case characters ... which get
substituted. If the library already exists, I get this response: "550
L . L . ", which
corresponds to "550 Library specification not valid. Library not created."

2. I need to be able to execute more commands than the QUOT command
directly supports.
