Unfortunately, SAVRSTCFG does not work on V5R3.  It fails with CPD0084 -
*IPXD not valid. I found an APAR for this (SE20377) that doesn't say how it
was fixed or if there are any PTF's. I have a call into IBM to see if there
is a way to get this command to work.

If you happen to have an APPC connection between the systems, and option
22 (ObjectConnect)of the OS installed then you can use SAVRSTCFG.
