It's not just Spamcop.  This is known as backscatter, and while it's
still permitted by the RFCs, it is considered unacceptable behavior
for good netizens, due to forged sender information on spam.

and you will see that it is a significant problem.

Or for a real good time, post what I quoted above in the
news.admin.net-abuse.email newsgroup and see what kind of response you
get from the mail administrators who hang out there.  But be sure
you're wearing your Nomex undies.
