You're looking in the wrong place. You need to enable SSL in the HTTP server (Apache or Original) not in CGIDEV2.

CGIDEV2 is just a toolkit to help your program with the parsing and formatting of data that it exchanges with the HTTP server. All of the actual network communications are done by the HTTP server, so that's where you need to enable SSL.
