I took your simple example, Rob, with the only difference being that in the DDS I used the DFT('0001-01-01') keyword and value.

Still came up with different Level Ids. I was "sure" that was the answer from your earlier test. Doesn't seem to be, but I could have fat-fingered something though visual once over didn't turn up anything like a mistyped field or record format name. Even using the same CCSID.
