The odd thing is these values look very similar to the values in the iSeries
Navigator under the "Application Administration" and changing them there
didn't have an effect.  But regardless that fact, Thanks!

Did you see Davidson L's message about WRKFCNUSG?  I'm almost positive 
that this is what you're looking for.

Take option 5 next to the QIBM_QTMF_CLIENT_REQ_0 option in WRKFCNUSG to 
see what you currently have.  Then use option 2 to change it.
