On your system first, then on the remote, please review:

1. CFGTCP option 1: Work with interfaces
2. <F10=Work with IP over SNA interfaces>

I know you're probably doing SNA-over-IP, but you probably want to be sure that an IP-over-SNA interface has not been activated for the IP addresses on both ends.
