When I was setting up new AS/400s - proper term, back in the '90s - this 
was not the default. It was part of the standard setup, and a recommended 
change.

That's my problem...

It is NOT the default for some reason.

I have always assumed it just happened and I never had
to tell the box to do it.

I thought I had missed a setup step.
