Short Answer: No.
You can use QFileSvr.400 as the source directory for the AddImgClgE
command but the actual images must be in the root or QOpenSys file
systems. I even went so far as to open a PMR on this when I was beta
testing V5R2. They basically chuckled at me and said that 'no, sorry those
file systems don't support the type of I/O we do for image catalogs.
Turns out the commands you list will mostly work. You can create the
catalog and add the images. What you cannot do is mount the thing into a
virtual Optical drive thus rendering the previous work moot.

     Subject: QFileSvr.400 and *IMGCLG
I got asked an interesting question recently:
Is it possible to add to an image catalog an entry that resides on a
different machine (using QFileSvr.400), then save/restore from/to it?
Eg. something along the lines of:
     CRTIMGCLG IMGCLG(TEST) DIR('/QFileSvr.400/OtherSys/testcat')
     ADDIMGCLGE IMGCLG(TEST) FROMFILE(*NEW) TOFILE(test.bin) IMGSIZ(*DVD4700)
     LODIMGCLG IMGCLG(TEST) DEV(OPTVRT01) OPTION(*LOAD)
     INZOPT VOL(*MOUNTED) DEV(OPTVRT01) CHECK(*NO)
     SAVLIB LIB(A B) DEV(OPTVRT01)
     Regards,
     Moe
