I answered my own question. I, uh, tried it. Duh.

If you do a CRTDUPOBJ into QTEMP on a file with referential constraints, the
file is duplicated (with data) and then an error is issued that the
constraint(s) could not be added.

If I do a CRTDUPOBJ into QTEMP with CST(*NO) and TRG(*NO), the file is
duplicated with data. No errors issued.

So If one is careful, I think it can be done.
