Gee, someone must have seen this and be updating that website.  Now it
jumps to
http://www14.software.ibm.com/webapp/set2/sas/f/hmc/power6/install/v7310.Recover_Install.html

and I get the "Page cannot be found".

Is there some level of FSP required prior to upgrading HMC code?
Particularly V7R3.1.0?

I visited a site using it, and actually upgraded from an older version at
this site.  That V7 is some SLICK interface.  I am also anxious to get it
so that I can kiss having to install WebSM on remote clients goodbye.
