I think what Jim meant was that there is a formal process in place for 
submitting requests.  Using the process means things don't get lost or

your not missing anything. I asked for long object and field name
support in the OS. Herring said it was a good idea and I should bring
it up with some advisory council. I thought he was in charge of i5/OS.
The OS has been needing basic  improvements like this for a long
time.
