I had the same issue this morning.

Online systems in general are failing more and more. Dell's online site is
insane. It makes you walk through the entire process, including entering
your credit card information, only to fail with a message that says you must
talk to a service representative. None of the information is saved, and you
have to essentially re-enter your order over the phone.

It took us over an hour and a half to order a new laptop for my daughter
last night.
