If you mean the pdf of the Announcement (or the web site announcement: 
www.ibm.com/common/ssi <http://www.ibm.com/common/ssi>. #207168), it's 
in the  "Terms and Conditions" section.

I think there's a lot of confusion among BP's.  Mine sent me a link to 
the announcement and then quoted me a price of over $3200 and even said 
the Developer's Workbench was required, when the announcement 
specifically said it was an add-on.
