I am still hoping for a PASE version of sendmail...

Based on the content of forum messages at zend.com and php.net regarding sendmail it wouldn't surprise me if sendmail were included in the Zend Core distribution.

Notwithstanding, I'd agree with Scott K. and others that an interface with the native SMTP server combined with native CGI would be easier to write and manage.
