The proxy has a different IP address (or host name) from the actual FTP server. When you run the FTP RMTSYS(xxx.xxx.xxx) command, you're specifying the hostname or IP address of the proxy, and that's why you connect to the proxy.

Most likely, this FTP provider has a firewall in place that will ONLY let you connect to the proxy, and never lets you connect directly to the FTP server. This is commonly done for security purposes.
