You can change any time zone description with the CHGTIMZON command, or
create your own with CRTTIMZON. You would then change the time zone with
CHGSYSVAL QTIMZON.

Hi list,
Is there any way to "override" the QTIMZON sysval?
Here, in Venezuela, we use QN0400UTC2 (-04:00GMT) for
QTIMZON. Well, our fearless leader (president?) has decided
that we should go to –04:30GMT a value that, I'm afraid,
does not exists as a valid option..
The government is talking about implementing this change
the third week of September, which I doubt gives IBM a lot
of time for sending us a PTF with a new Time Zone.
Any ideas?
