CPYTOPCD only supports the old QDLS file system.  Otherwise known as the 
old "shared folders" system.  Stuff in QDLS is also visible via WRKFLR 
and/or WRKDOC.  QDLS has numerous limitations.  Like it only supports the 
ancient 8.3 file naming scheme.  for example myfile.txt is ok but 
mytenchars.txt is not.  Performance is a dog also.  The biggest problem, 
in your case, with CPYTOPCD is that you cannot go to the QNTC file system. 
 Use of the QNTC would allow you to copy directly to that share.  Some 
people have issues with QNTC and most of them have been covered in the 
archives if you search for QNTC.
Maybe, if you just have to use CPYTOPCD, you could use CPYTOPCD and then 
take the results of that and use CPY to copy from QDLS to QNTC.
