Actually, it's not.  It's a business decision like any other.  If you are
willing to live in the Windows domain, then C# is the way to go.  Visual
Studio is better integrated into Windows and C# is eminently suited for
Visual Studio.

If you want to run on multiple platform, especially Mac and Linux, then Java
is the better choice, and the Eclipse-based development tools give Visual
Studio a run for the money, especially for web development (although the
rich client stuff is getting VERY interesting).

The wild card is when you choose to use virtualization, at which point the
OS line gets quite blurry and then it's much more of a tossup.
