That makes sense. I tried installing AC3, but it thought it was already installed. I just removed AC3, DCM and DG1 and will reinstall later today or tonight.
I had a thought, though...
If I reinstall these from the original CDs, I'm guessing I'd have to install all the cume and groups, which sort of got me into this mess in the first place. Should I reinstall these things from my full system save tape instead?

When you have AC3 installed on a system that you are doing a restore
on, you actually have to reinstall AC3 from the PID CDs in order for the
product to properly resynchronize. I have seen this required to be done if
you are using BRMS or not in your Save/Restore strategy.

I'll try reinstalling AC3.
Argh. This scratch recovery _almost_ worked.
Looking at the history log, I'm seeing complaints that SSL Telnet can't
start because either ac3 or DCM or DG1 are not installed. I'll uninstall
and reinstall all three.
Bummer.
