CHGOWN, not CHGAUT, will change the owner. Although CHGAUT is pretty darn
useful.

For example:
CHGOWN '/mydir/mysubdir/*' NEWOWN(BUBBA)
will change the owner of all files in that directory.

You could use (and I have)
CHGOWN '/QSYS.LIB/MYLIB.LIB/*.PGM' NEWOWN(...)
to change the ownership of all programs in a particular library.
