There is now a parm on the PWRDWNSYS command, CONFIRM, that allows this. I
think this was added at V5R3. It defaults to Environment variable, which
the environment var isn't set itself by default. Therefore, you can either
change the environment varilable to *INTERACT or change the command default
for PWRDWNSYS command for the CONFIRM parameter and set that to *INTERACT.

I am interested how other shops handle this issue. I want my operators to be
able to perform an IPL at times but I am reluctant to give them permissions
to execute PWRDWNSYS. The reason is concern that it will be accidental. If
you key the command without prompting it begins an immediate controlled
shutdown with no IPL.
Is there a way to have the system force a confirmation (i.e. a "are you
sure?" type message) if the command is issued with no prompting? A system
value perhaps that controls this?
Who has permissions to issue PWRDWNSYS in your shop?
