Those appear to be the code-only PTFs [an earlier iteration] which give the underlying support for the command, but not the language *CMD object itself.

From the Informational APAR for the function:
- The code PTFs for V5R3 are: SI28412, SI25504 and SI27473.
- The code PTFs for V5R4 are: SI28410, SI25502 and SI26706.
II14306 INFO APAR further describes the support, and suggests "For this function you must order an MRI PTF." MRI = 'contains objects specific to an install national language version'.

The English language PTFs are:
SI28415 5722SS1 v5r4m0
SI28425 5722SS1 v5r3m0
