If IPCONFIG will work. It didn't. the netsh commands I posted yesterday were
the only thing that made a difference.

If you must have a new IP address then you first need to delete the
reservation on your DHCP server. It will keep giving you the same IP
over and over again. Then IPCONFIG /RENEW will give you a new IP
address
