LOGCMD does uses adopted authority. I am not familiar with the use of
profile handles you mentioned. Could it be that a service job can not
use adopted authority?

Not saying that this is the issue, and I suspect that it wouldn't be on

most of those commands, but I don't know if LOGCMD uses adopted
authority, 
or the profile handles.  Sometimes you have to use profile handles
where 
adopted authority won't work - like working with IFS data.  The IFS has
no 
respect for adopted authority programs.
