Services->Client Access Express Remote Command->Properties->Log On tab.
Check the Allow service to interact with desktop box. This should be turned
on. IIRC this behaved differently in different versions on Windows. At this
time all our boxes are WinXP and they all require this box to work.

Correct. But even with that set, it does not work for me using the V5R4
client, but does with the V5R2 client. Same exact config and options set.
