You should see several webquery jobs running:

In QHTTPSVR there should be groups of two jobnames (plus others)

QP0ZSPWP, which is Java/Tomcat, running as QWEBQRYADM
WQLWI7, which is the normal HTTP server, running as QTMHHTTP

There are more jobs:

Some EDA* running in QSYSWRK
HLISNK
JSCOM3C
TSCOM3

I would suspect that your Java/Tomcat instance ain't running.
