The key to getting to the point of "...as far as development was concerned, we could trash that system
every which way you could think of, and then some," is being able to show the auditors that you have an adequate and verifiable data scrubbing process that removes/modifies (renders useless) sensitive data.
If you can do that, I'd say the same thing as an auditor - have at it.
