I'm going to pick on your semantics a little - using Tomcat, you DO have a web server - it is just built into Tomcat. It is fairly automatic to set up and is a fine solution for lighter weight kinds of things, IIRC. And you can also tie in to Apache, etc. I'm not sure at what point one turns away from the internal web server and uses an external one. Does WAS also have an internal web server?
