We've had problems with translation tables before ... in some CCSID's
(especially the double byte ones), lower case characters aren't in the
same position in the character table ... so translations end up getting
screwed up.

Have you tried SRTSEQ(*LANGIDSHR)? As I understand it, it's exactly what
you're looking for: indexing mixed case fields using a language sensitive
sequence.
