How about using the exit point to do the validation?  See below...

Whereas the system "supports" it, there's no way to "enforce" it.  The

Is there a way to enforce mixed case when you are at this level?

    The name of the validation program.  This option is only valid
    if the system is operating at QPWDLVL 0 or 1.
