IBM is recommending that I turn off "Check Service Level" for anyone who
is not a Windows administrator. Apparently if you
- log on as other than a Windows administrator
- have antivirus running
then the update may not be quite right.

This includes incremental upgrades (from one SP to another in the same
VRM), and full upgrades (from one VRM to another).

I have a user, with less than admin rights, that is having issues with
transferring data and I am getting the "uninstall and reinstall"
suggestion.
