I see the problem. I was "ending" the job from Navigator and the delay time
was defaulting to 30 seconds which was less than the wait time in the loop
of the program. According to the help for ending a job in a controlled
manner:

If the delay time ends before the job ends, the job is ended
immediately.

I tried it again with a greater delay time for the end and the program did
indeed regain control. Sorry for the bother.
